Bihar News : बिहार में बहुत जल्द जमीन के सर्वे (Land Survey) का काम पूरा हो जाएगा. ध्यान देने वाली बात है कि बिहार के जिन इलाकों में सर्वे पूरा हो जाएगा वहां के किसानों का खर्चा बढ़ जाएगा. किसानों को लगान के रूप में तीन गुनी राशि का भुगतान करना होगा. बता दें कि जिन 20 जिलों में पहले चरण में सर्वे शुरू हुआ था उनमें अधिसंख्य जिलों का काम पूरा हो गया है.
राजस्व एवं भूमि सुधार विभाग (Revenue and Land Reforms Department) के अनुसार अब वास भूमि के लिए एक रुपये और कृषि भूमि के 60 पैसे प्रति डिसमिल पैसा देना होगा. अभी किसान 20 पैसे प्रति डिसमिल की दर से लगान देते हैं.
यह पुरानी दर उन जिलों के लिए है, जहां सिर्फ कैडेस्ट्रल सर्वे (Cadastral Survey) हुआ है, लेकिन उन 13 जिलों में जहां रिविजनल सर्वे भी हुआ है वहां की दर इससे कुछ ज्यादा है. नया सर्वे हो जाने के बाद प्रदेश में लगान की दर एक होगी. गौरतलब है कि राज्य में सर्वे पूर्ण होने के साथ ही लगान की दर भी रिवाइज होती है.
सवाल है कि दर बढ़ने से किसानों पर इसका बोझ बढ़ने वाला है कि घटने वाला है? इसके अलावा चार तरह का शेष भी अभी किसानों को देना होता है. नई दर लागू हो जाने पर यह उम्मीद है कि सरकार शेष को लगान में मर्ज कर दे. अगर ऐसा हुआ तो किसानों का बोझ कुछ कम होगा.
